ANACEC's External Evaluation Commission completed its mission at ”Nicolae Testemitanu” University

Between April 15-17, 2025, the External Evaluation Commission of the National Agency for Quality Assurance in Education and Research (ANACEC) carried out a mission at Nicolae Testemitanu State University of Medicine and Pharmacy, in the context of the accreditation of the bachelor's degree program in Radiology and Imaging Technologies and the master's degree programs in Human Nutrition, Public Mental Health, Clinical Optometry and Molecular Technologies in Health.

During the evaluation mission, ANACEC representatives conducted interviews with the management team, coordinators of the targeted study programs, teaching staff, students, graduates and their employers.

The members of the Commission also conducted fact-finding visits to the Human Resources Department, the University Center for Simulation in Medical Training (CUSIM), the Morphological Block, the Academic Evaluation Center, the Health Sciences Library, departments and clinical bases located in medical and health institutions, as well as research laboratories, classrooms, study rooms and the Student Campus. At the same time, they attended lectures and practical lessons held in the mentioned study programs.

At the final meeting with the University's management team, the ANACEC Commission members came up with some conclusions, among the strengths being mentioned, in particular, the policy documents, namely: The University's Strategic Development Plan for the period 2021-2030, the Strategy for Strengthening the Research and Innovation Field for the Years 2020-2030, the Code of Ethics, ensuring institutional integrity measures and the anti-plagiarism system.

Nadejda Velisco, President of the Commission, noted the objectivity of the process of evaluating students' knowledge at the Academic Evaluation Center, through the University Management Information System (SIMU), as well as the high level of training of scientific and didactic staff and the quality of the evaluated study programs. "We appreciate that there are courses in linguistic skills, digital and psychopedagogical skills for teaching staff, which adds value to the study programs. For one program there are 99 published scientific articles, 10 of which with impact factor, thus the research field is enhanced, and we have noticed this at all the levels: department, faculty, and university. This system is well established thanks to the Strategy for Strengthening the Research and Innovation Field, a document that is not found at other universities".

Likewise, it was found that Nicolae Testemitanu University is among the few higher education institutions that have developed curriculum and course materials for practical internships and applied innovative simulation methods in training students based on standardized procedures and patients from CUSIM. "We wish you to continue developing study programs, more academic mobilities for students from master's programs and support in carrying out the institutional infrastructure development projects that you envisage", concluded Nadejda Velisco.

In turn, Rector Emil Ceban has noted that the development of study programs, which is at the beginning stage, is a continuous process. "There is a need to expand the research infrastructure, by creating laboratories in bioengineering and biophysics, fields relating to the study programs in the accreditation process. Based on the first graduating classes from the master's programs in Clinical Optometry and Technologies in Radiology and Imaging, we will be able to train teachers for future generations of students in these specialties". In conclusion, the Rector has stated that the results obtained are entirely due to the university community: "Everyone puts heart and soul into their work at the University, everyone is free in their actions and everything we succeed in is because we do it together".

The ANACEC Commission is to present the External Evaluation Report of the respective study programs at Nicolae Testemitanu University with a view to accrediting them.
